What is a City’s Culture?

What is ‘the city’, what is its function and what do we mean by its ‘culture’? Has Birmingham become a mere ‘collection of houses’, of disaggregated ‘communities’ or does it still have a strong sense of common purpose and belonging, of identity and place? What is the modern city’s relationship with the arts, and what is the writer’s role in the city? Do the common duties of both need reaffirming? Are there still high human tasks for both to perform in the city of culture? And how can the citizens of Birmingham play their part?
